the scratches going over different parts of the logo remove the 3D effect as you can see how the 2D scratch isn't distorted/bend at the borders.
I would make several scratches only show on certain parts, e.g. those above the higher hammer and sickle shouldn't continue seamless on the lower red surface below.
Other than that a nice high detail logo.
a few more lighting effects to give the red, grey, golden star a bit more depth would be nice and show that the red, grey, golden areas aren't the same material just with a different paint. The emboss on the golden border is already a good start on this, but the scratches on it continuing seamless on the lower grey border take away the 3d effect again.
gold: make it a shiny smooth surface like gold and scratches on it only faint and not very deep. no scorch marks or dark burn effects there
grey: like concrete with a matte texture, the scratches rather deep and with 3D-lighting effects on the border of the scratch to give it depth
red: painted metal, slightly glossy, scratches not deep with shiny reflections at the scratch borders, dark scorch marks with a small smear/blur effect _________________ SHP Artist of Twisted Insurrection: Nod buildings
Very nicely done. I like the design. It actually looks... well, Soviet. Not graphic designer l33t. A few suggestions, though.
Would you consider replacing the rays in the inside with a different design? I can't help but think of, well, Japan with those kind of rays. RA3 is probably to blame for that, though. Maybe something like this, the Kremlin's red star design:

What came to mind can be blamed on watching too many war documentaries lately, but don't you think it's weird how we're all okay with this symbol? I find it absurd how the swastika and any other Nazi-related symbol is forever condemned and no one would ever even consider displaying them on their desktops, yet the Hammer & Sickle is often glorified. After all, the Soviet regime committed crimes just as unforgivable as those of the Third Reich. I'm not being hypocritical, just thoughtful. _________________ QUICK_EDIT

Hungary, Poland, Lithuania, Moldova and some other ex soviet countries ban the red star and the hammer and sickle QUICK_EDIT
The new version looks a lot better but I definitely think the texture on the hammer & sickle is too strong. Like LKO said earlier, it just makes it look flat. It's probably very hard or impossible to do in Photoshop but to me the hammer & sickle should be obviously 3D with proper perspective.

Probably because the Soviets didn't lose the war so their war crimes were not as exposed to the people that used the symbol. Just like us and our flags. Though personally I'd only accept it in C&C or other satirical or ironic forms of entertainment, if someone uses it seriously in real life that'd be a very different thing. All flags should be abandoned that this point, none of them are clean. QUICK_EDIT

Dodgevipergts, I didn't hear about banning hammer and sickle in Lithuania, it's Latvia maybe? And Poland and Hungary are not ex-soviet IMO (they've not been parts or the USSR) but ex-socialistic.
