You can use my Executable modifier tool (see signature) to set the max techlevel back to 10 (or any other value).
But keep in mind, that you then can't play online with the usual player anymore, except you give other players your modified files first.

He won't be able to edit the Client's tech level option until DTA 1.13 is released, however.

Does DTA make use of tech levels to disable super weapons, in lieu of a toggle option to enable/disable them (like in mental omega)?

No, many units also use the highest techlevel 7, so you wouldn't only disable the SWs.

Imo having more than maybe 3 techlevel is only interesting for a campaign anyway. For online gaming are so many levels quite redundant as no one learns by heart when which object becomes available, to then decide at which level he wants to play.

It might be worth a thought of giving mods like DTA & TI in future only 3 techlevel for online gaming (keeping 7 or more for singleplayer), but then have each of these well worked out and balanced. So you have Low tech, Med tech and High tech.
Players then would be really able to tell/remember the difference between those 3 tech levels and know which tactics are possible and which aren't.

e.g.
Low tech
-no ships, tanks & aircraft
-simple vehicles like jeeps and buggies
-basic infantry
-small base defenses

Med tech
-only small ships (no cruiser and other big ships)
-only simple aircraft (no advanced A10 or Mig)
-tanks and basic infantry
-no stealth tanks & artillery

High tech
-everything available

In our latest DTA 1.13 test build we already have a separate option for disabling super weapons, among lots of other new options Wink
